Carlene Joyce and I are deeply saddened by the passing of Richard. I have known Richard since the 80’s. We were both Command Master Chiefs in DC. We remained friends and I worked for him when I retired. Always kind, and humble. Richard was a professional in every endeavor. He was quiet with a gentle demeanor. He was a disciplinarian when he needed to be. His aim was always towards correction, and never to defame. He will be missed. Our blessings, and prayers, to you and the family.
