Jay Charles Picard was granted his angel wings on January 21, 2022. Jay was a loving father and grandfather who never hesitated to lend a helping hand or share his love of music, airplanes, or motorcycles.
Jay was born on March 5, 1958 in Portsmouth, Virginia to Joseph Charles “Chuck” Picard and Patricia Ann “Pat” Picard (née McNiff). After graduating from Edward White High School in 1976, he entered the Navy where he served until 1993. He went to AE “A” School at Millington, TN and VP-30 FRAMP training at NAS Jacksonville. He served with VP-44, VP-45, and FASO NAS Cecil Field. He served aboard the USS George Washington. Throughout his active military and civilian career, he worked on various aircraft including the P-3 Orion and S-3 Viking. Since 2002, Jay had worked with the Fleet Readiness Center Southeast (FRCSE).
Jay loved to help people and share his gift of music. He could often be found playing guitar, helping a stranded motorist who was experiencing car trouble, or donating blood. He was devoted to God and delighted in singing in the church choir. On more than one occasion, he may have made a woman swoon with his acoustic guitar and warm smile. He especially delighted in playing music with his friends and family, and he worked to instill a love of music in his children and granddaughter.
He is survived by his three children, Ashley Nicole Picard, Danielle “Dani” Picard (Shane Crounse), and Joshua Taylor Picard; his granddaughter, Charlotte Picard Crounse; and two brothers, Michael Duncan (Kathy) and Jeffrey Picard. He was preceded in death by his parents and his brother, George Duncan.
A celebration of life memorial will be held at a later date, likely in the late Spring. In lieu of flowers, the family requests that those who wish to express sympathy consider making a donation to their local blood bank or a Disabled American Veterans’ association in Jay’s name.
