Franklin Eugene Waters, age 81, passed away peacefully in his sleep on January 13, 2023. Frank was born on February 11, 1941 in Nichols, GA to parents Archie and Oletha Waters. He relocated to Jacksonville, FL and went to work for the City of Jacksonville for the Water Works Department, then became a JSO deputy then retired from Teamsters Local #512.
Frank was preceded in death by his son, Troy, brothers, Jimmy Ray, Glen, Johnny and Bobby Waters. He is survived by wife of 48 years, Phyllis Waters (who he loved unconditionally), his three children, Lisa, Regina and Stephen Glover. He is also survived by his grandchildren, Brittany, Frank (Coy), Grace, Ashlynn, Nolan, Meghan, Kristie, Austin, Ashley and Kailey, his great grandchildren, Shaela, Alaina and Owen.
Frank dearly loved his children, grandchildren, great grandchildren and fishing with all his heart.
Funeral services will be held, Thursday, January 19, 2023 at 11:30AM in the chapel of Fraser Funeral Home, 8168 Normandy Blvd., Jacksonville, FL 32221 with Pastor Joey Houston officiating followed by interment in Jacksonville National Cemetery with US Navy Honors. The family will receive friends at the funeral home from 6:00- 8:00pm Wednesday, January 18, 2023.

Kiki we’ve had so many adventures to many to write but I will cherish every adventure. thank you for being there for me at anytime of the day. I’m going to miss hearing “Hey Kailey girl” you singing and dancing around being the life of all the get togethers . I hope I made you proud of me and Thank you for all the help on the way. Life will not be the same without you Kiki. This is not the end though. I love and miss you so much don’t worry I’ll choke that frog and it won’t rain no more ❤️

Poppa Frank will be missed but we know he is no longer suffering in pain and is in Heaven. I am thankful for the memories we shared before his passing, prayers for the healing of family and friends 💖🙏💖

Frank, we are sure going to miss you, you never let me down as a son and always believed in me and what I told you. You better have proof if you told him I was lying, Not that I didn’t, he just went to bat for me first 100%. No, he wasn’t easy on me, just tried to make me the best person he could. Hopefully I made you proud dad. Thank you for loving my kids and grandkids with as much love a person could have. Mom wil be ok, we got her rest easy on that.
Sure going to miss those morning calls around 7am, Stevarino what you doing, don’t lie to me, lol!

My best memory was as a young child having tonsillitis. I had them removed. 5-7 yrs old. I loved he-man. They knew it. He and Aunt Geraldine brought me my favorite rubber hero in addition the biggest castle of Greyskull anyone could possibly find. He made sure I had plenty of shutburt even when my dad said I had enough, Uncle Frank grabbed a little more. A kind heart I remember when I was young.

Buddy, he loved you to the edge of the earth. I have no doubt, he was hard but. And that changed as I had kids. I was like man you would of killed me for that, those girls softened him up!
