Cathy L. Costley, 56 of Jacksonville Florida, beloved wife, mother, grandmother, sister and our hero, passed away May 4th of 2020.
Daughter of Hardy and Annie Holt, she was born in Equality, Alabama on February 26th of 1964. Cathy grew up with her seven siblings in Titus, Alabama. After graduating high school, Cathy joined the United States Navy and was stationed in Pensacola, Florida where she met the love of her life Mark Costley. Cathy and Mark were married in 1986. This union gave them three beautiful daughters: Shemeaka, Jannis & Danielle. She was an incredible wife and mother who poured her heart into her family.
Cathy had an extensive background with the Office of the Attorney General for more than 20 years, serving in the Office of Statewide Prosecution, the Cybercrime Unit and most recently, the Division of Victim Services. She was among the first to volunteer her services when massive tragic incidents occurred within our state and around the country, including the Pulse Nightclub, the Las Vegas Nevada, and Jacksonville Landing mass casualty events. Services for crime victims are improved today because of Cathy’s forward thinking, and they will be better in the future due to the legacy that she leaves.
Even though she is no longer with us, the effects of Cathy’s warm spirit and magnetic personality will deeply resonate throughout many of the long lasting friendships she built. Cathy not only leaves with us wonderful memories to cherish, but she also leaves behind her loving husband Mark, her beautiful daughters, Shemeaka (Bryan) Carrejo, Jannis and Danielle Costley. Her grandchildren Jericho, Judah, Jethro and Jotham Carrejo. Her parents Hardy and Annie Ruth Holt. Her siblings Gloria Williams, Stanley Holt, Jerry Holt (Angela), Steven Holt (Nicole), Harvey Holt (Lawanda) Marcus Holt (Andrea). Her in-laws Denise Costley-Martin (Owen) and Christopher Costley (Johanna). Cathy also leaves behind a host of nieces, nephews, and cousins to celebrate her life. Cathy is predeceased by her loving sister Rita Holt. The viewing will be held on Monday, May 11th from 9:45am to 1pm at Fraser Funeral Home located at 8168 Normandy Blvd, Jacksonville, FL 32221. Due to COVID-19 limitations, an official memorial service for Cathy will be held at a later date. Flowers will be received at the viewing. Cassandra Williams May 8, 2020 Michael Dasinger – Colleague I was a colleague of Cathy’s at the Attorney General’s office. I was truly shocked and saddened by the news of her passing. Cathy was friendly, funny and forward thinking. Whether speaking to her in person, on the phone or through email her kindness and compassion was always evident. I remember a recent phone call about a project we were working on together. She started off by telling me how much she liked everything I had done, and then came the “but”. She had some suggestions. However, she presented them in such a pleasant and agreeable way that one couldn’t get upset. Being honest, I made the changes and it was better. Cathy was also forward thinking. She embraced technology and change. I learned much from her and will always value the wisdom I gained. One of my favorite Bible verses reads, “A good name is more desirable than great riches.” Cathy’s name is without a doubt held in high esteem by all who knew her. I met Cathy and the girls on a family reunion cruise to the Bahamas. We all had so much fun. I will always cherish that memory.
